Dataset: The Health of Houston Survey 2010

Variable fplcat2r: FPL categories used by federal programs

Literal Question

The variable was created from multiple survey questions, specifically INCOM5., INCOM9. and INCOM10. In instances when INCOM9. or INCOM10. had no data, the total number of adults in the HH ('S3.') and the number of children in the HH ('K2.') were used.

Descriptive Text

The FPL for federal programs variable is a recode of the continuous FPL variable. The categories we used are cutoff levels made by many federal agencies for their funding programs. The federal poverty level (FPL) variable is based on the Census Bureau poverty thresholds for 2009 by size of family and number of related children under 18 years. To construct the FPL variable the following input variables were used: total HH income ('incom5'), total people supported by HH income ('incom9'), and number of children supported by the HH income ('incom10'). In instances when incom9 or incom10 had no data, the total number of adults in the HH ('S3') and the number of children in the HH ('K2') were used. This variable is "topcoded" at 500% FPL. If you would like to read more about how the Census Bureau measures poverty status, please go to: http://www.census.gov/hhes/www/poverty/about/overview/measure.html . The universe for this variable includes adult and child respondents (all respondents).
